Bruce Quinn, MD, PhD Joins the Foley Hoag Government Strategies Practice as Health Policy Specialist

Performance-Driven Physician Executive Brings Medicare Experience
Foley Hoag LLP is pleased to announce that Bruce Quinn, M.D., Ph.D., MBA, formerly the Contractor Medical Director for the California Medicare Part B program, has joined the firm’s Government Strategies practice. Dr. Quinn joins the practice as Senior Health Policy Specialist, where he will focus on Medicare coverage and payment matters for new technologies.
Dr. Quinn is a national leader in the areas of Medicare coverage and payment, claims and billing, and Medicare contractor reform processes. He will work out of the firm’s Boston and Washington offices and also retain his West Coast presence. The addition of Dr. Quinn enhances Foley Hoag’s recognized team of legislative and regulatory professionals working with biotech, pharmaceutical and medical device companies.

Dr. Quinn will work with companies, providers and venture capital investors to develop strategies for Medicare payment for new technologies. A large part of this work will be on local and national coverage decisions. He will focus in particular in the emerging field of molecular diagnostics and personalized medicine. He will also advise clients on Medicare Administrative Contractor (MAC) reform and its effect on payment policy.
Before running the Medicare Part B program, Dr. Quinn practiced in the Health & Life Sciences division of Accenture and was a physician-scientist at Northwestern University School of Medicine, leading pathology research for Northwestern’s NIH-funded Alzheimer Research Center. He also held academic positions at New York University School of Medicine and UCLA Center for Health Sciences.
Dr. Quinn is licensed to practice medicine in California, New York and Illinois. He is a board certified medical specialist in Anatomic Pathology/Neuropathology. He holds the degrees of M.D. and Ph.D. from Stanford University, undertook postdoctoral training at M.I.T., and completed his MBA at the Kellogg Graduate School of Northwestern University.
Dr. Quinn is a frequent speaker at national conferences on Medicare issues. Most recently he spoke at the Burrill Life Sciences Conference in Laguna Nigel and at the Presidential Council of Advisors on Science and Technology in Cambridge, MA on personalized medicine.
