Foley Hoag Expands Government Strategies Team

Washington, D.C. - July 21, 2010

The law firm Foley Hoag LLP announced two strategic hires to its well-known Government Strategies practice, adding Connie Garner, Policy Director for the Senate Committee on Health, Education, Labor and Pensions (HELP) and Stacey Sachs, Health Committee Counsel from the Senate HELP Committee  Connie and Stacey have combined three decades of experience working in Congress and the Executive Branch on health care, education and disability policy and both served on the HELP Committee under two committee chairs, the late Senator Edward Kennedy and current Chairman Tom Harkin.

Ms. Garner, who will be based in the firm’s Washington office, will focus her practice on representation of national health trade organizations, health providers, national disability, patient advocacy organizations, and educational institutions.  She joins the firm in the newly-established role of Policy Director of the Government Strategies Practice.  In this role Ms. Garner will assist the Washington office with its overall growth and development of practice areas connected to health care, life sciences, and education and will assist the lawyers and health policy specialists in identifying and following legislative and regulatory priorities for the firm’s clients.

In the Senate, Ms. Garner worked on numerous legislative efforts including, the American with Disabilities Act, Mental Health Parity, Individuals with Disabilities and Education Act, and the Children’s Health Insurance Program (CHIP).  More recently, she was a principal staff architect of the Community Living Assistance Services and Support Act (CLASS Act) which was enacted as part of this year’s historic health reform legislation. 

Prior to joining the Senate HELP committee, Ms. Garner was Senior Policy Analyst in the Office of the Assistant Secretary for Special Education and Rehabilitation Services at the U.S. Department of Education.  She is also certified as a pediatric and neonatal nurse practitioner.   Ms. Garner received her B.S. in Nursing from University of Pennsylvania, her M.S. in Nursing from George Mason University, and her Ed.S and doctorate studies in health and education policy from George Washington University.

Foley Hoag also welcomes Stacey Sachs, as a Senior Health Policy Specialist.  Ms. Sachs has worked since 1998 on the U.S. Senate Committee on Health, Education, Labor and Pensions, covering a wide range of Medicare and Medicaid issues as Health Counsel.  In her role as Committee Counsel Ms. Sachs has been involved in all of the major Medicare and Medicaid policies over the past decade including the Medicare Modernization Act of 2003 and the recently enacted Patient Protection and Affordable Care Act of 2010.  Before joining the Capitol Hill staff, she worked in the Office of the Chief Administrative Law Judge in the Social Security Administration, supervising the team of attorneys responsible for handling Medicare Part B appeals.  Ms. Sachs was also an Attorney Advisor with the U.S. Department of Labor in the Office of Administrative Law Judges.

Ms. Sachs has a B.S. in microbiology and cell science from the University of Florida, where she also received her J.D.  She also holds a Master’s degree in health policy and management from the Johns Hopkins University School of Hygiene and Public Health.  She has a long track record of working with health providers, academic medical centers, life sciences companies and physicians on policy issues.
