Foley Hoag Welcomes Former Massachusetts Deputy Attorney General

Kevin Conroy Rejoins the Firm, Will Focus on Regulatory Issues for a Variety of Key Industries
Former Massachusetts Deputy Attorney General Kevin Conroy has joined the Boston office of Foley Hoag LLP as counsel, returning to the firm where he practiced until 2005.
Kevin will maintain a regulatory and government investigations practice with a primary focus on the health care and energy sectors. He has deep experience with state investigations of all kinds, as well as with state legislative and regulatory matters for the health care and energy sectors. While serving as Deputy Attorney General, Kevin oversaw approximately 200 attorneys and the office’s civil work, including health care, Medicare fraud, energy and telecommunications, insurance, financial services, employment, labor, nonprofit, consumer enforcement, and civil rights.
At the Attorney General’s Office, Kevin helped direct the Attorney General’s health care activities, including overseeing the for-profit conversions of a number of large hospitals, the review of the activities of a variety of large providers and insurers, and Medicaid fraud investigations. He also helped to lead negotiations with the Commonwealth’s utilities, generators and members of the Patrick Administration regarding renewable development, electricity rate issues, and transmission and generation development.
Kevin also is an accomplished litigator, having argued matters before the state Supreme Judicial Court.

Prior to joining the Attorney General’s Office in 2007, Kevin served as chief of staff and general counsel of the New England Council, an alliance of businesses, academic and health institutions, and public and private organizations throughout New England focused on promoting economic growth. He managed the organization’s daily operations and focused on energy, health and transportation issues. In that capacity, he supervised the Council’s public policy initiatives in health care.
Kevin intends to maintain his public policy focus at Foley Hoag.
