Reaching Across New England

Our lawyers advised the Rhode Island Department of Transportation in its development of financing and procurement strategies for several major projects, and advised the Connecticut Transportation Strategy Board with project development strategies. We also served as counsel to the City of Manchester, NH in its procurement of a single contractor team to perform over $100 million in capital improvements to 22 schools under a privately financed design-build model, the first of its kind in the Northeast.

Massachusetts Executive Office of Transportation and Construction and the Massachusetts Highway Department

Our lawyers have assisted the Massachusetts Executive Office of Transportation and Construction and the Massachusetts Highway Department in developing and implementing the first ever design-build roadway project in Massachusetts: the Route 3 North Transportation Improvements Project. We advised state highway officials on all aspects of this special project, from the preparation of the enabling legislation and development of the procurement process to the drafting of contracts and the development agreement for the privately financed $378 million project.

Innovative Approaches to Complex Projects

Our lawyers are working with several real estate development clients to design innovative strategies to build needed roadway improvements that will facilitate development projects, including the establishment of non-profit corporations to issue tax-exempt debt as an alternative method for financing roadway improvements and the creation of unique partnerships with state transportation agencies on roadway improvements. We also convened a recent conference with transportation leaders to advocate the creation of an infrastructure bank to help finance targeted infrastructure improvements.

Delta Air Lines

We assisted Delta Air Lines in its reconstruction and development of the new Terminal A at Boston's Logan International Airport. Our lawyers led the successful, expedited environmental review team for this project and assisted Delta in negotiations of the development agreement with Massport.
