Tad Heuer’s administrative law practice focuses on advising both private and public sector clients in two main areas: the development of government strategies at the federal, state, and local levels, and on matters pertaining to real estate, permitting, and land use development.
In the field of government strategies, Tad provides advice and guidance to a diverse array of clients - including life sciences companies, educational institutions and companies, and health care providers - on a wide range of federal, state, and local legislative and regulatory matters.

Tad has considerable experience in the government and nonprofit sectors, having worked previously for the U.S. Department of Education, the New England Board of Higher Education, the Massachusetts Institute for a New Commonwealth (MassINC), and several Massachusetts state legislators. He also holds a doctorate in Social Policy & Administration, with a focus on education regulation.
Tad’s land use, permitting and real estate practice includes advising businesses, public entities, and municipalities in areas such as historic preservation, permitting and zoning approvals, regulatory compliance, Chapter 40B housing, eminent domain, and wetlands/Chapter 91 licensing. Prior to joining Foley Hoag, he acquired diverse experience in land use matters both as a staff researcher with the urban affairs research institute LSE London, and as a law clerk with the National Trust for Historic Preservation. Tad also served as a judicial law clerk to the Honorable Margaret H. Marshall, Chief Justice of the Massachusetts Supreme Judicial Court.
