Foley Hoag Partner Thomas Barker to Speak on Healthcare Policy Panel at Major Gathering of Industry Leaders
Session at AdvaMed 2012 Conference Explores Presidential Candidates’ Positions on Issues That Will Drive Healthcare Industry After the Election

Foley Hoag partner Thomas Barker will be one of the featured speakers on a panel about public healthcare policy at the AdvaMed 2012 conference opening today at the Boston Convention & Exhibition Center.
Barker will appear with David Cutler, a Ph.D. economist at Harvard and senior healthcare policy advisor to President Obama, on a debate-style roundtable panel called “Presidential Surrogates Debate: Competing Visions of Healthcare.” The session’s purpose is to provide insights on both presidential candidates’ positions on the major issues that affect healthcare technology companies and the industry as a whole. Barker will represent the Republican candidate Mitt Romney’s healthcare positions and Cutler will represent Obama’s.
Barker is co-chairman of Foley Hoag’s Healthcare Practice and a veteran of public healthcare policy. His practice focuses on complex federal and state health care legal and regulatory matters with a special expertise in Medicare and Medicaid law and regulations.
Prior to joining the firm, Barker was acting general counsel at the U.S. Department of Health and Human Services (HHS) and general counsel of the Centers for Medicare & Medicaid Services (CMS). Serving in the Bush Administration, he played a key role in the implementation of every major health policy initiative enacted during his tenure, including the Medicare Prescription Drug Benefit (Medicare Part D) and Medicaid modernization.
“Healthcare is a topic of curiosity in almost every quarter of American life right now, but nowhere more than in the industry itself,” Barker said. “Our goal for this forum is to provide some insight into which directions President Obama and Governor Romney will most likely direct healthcare policy, and the effect their priorities could have on the industry.”
