Edo Banach, a healthcare attorney with experience in both the public and private sectors, has joined Foley Hoag as a partner in its Washington, D.C. office and as co-chair of the firm’s Healthcare Department.
“Edo brings a breadth and depth of experience in home-based and long-term care, which will expand upon our offerings in these areas,” said Healthcare Department co-chair Tom Barker. “His knowledge and leadership will further strengthen our healthcare team.”
Banach counsels clients in the post-acute and long-term care sectors on a variety of legal, regulatory and policy matters, including on Special Needs Plans (SNPs), Program of All-Inclusive Care for the Elderly (PACE), and Home and Community Based Services (HCBS). He advises on regulatory matters at the state and federal levels, including fraud and abuse matters, HIPAA, privacy and consent, and administrative appeals.
Banach’s experience in Medicare and Medicaid allows him to guide clients through changes in the program, as well as program integrity, overlap, and the coordination of care.
Banach previously served as president and CEO of the National Hospice and Palliative Care Organization, where he led efforts before the Centers for Medicare & Medicaid Services (CMS), the Department of Health and Human Services (HHS) and the White House. He earlier served as the Deputy Director of CMS’ Medicare-Medicaid Coordination Office. He joins Foley Hoag from another national law firm.

Banach earned his J.D. at the University of Pennsylvania and B.A. in philosophy, politics and law magna cum laude from Binghamton University.
